The Chief Executive Officer of Uganda National Oil Corporation (UNOC) Proscovia Nabbanja has highlighted significant progress across Uganda’s flagship oil and gas developments, reaffirming the corporation’s dedication to transparency, partnerships, and national growth.
Speaking during Spotlight Uganda hosted by NBS Television under the theme “Transforming Uganda’s Energy Future Through Partnership and Accountability,” Nabbanja emphasized UNOC’s central role in advancing Uganda’s energy sector as the government’s investment arm.
“As an investment vehicle for the state, we have participated in several projects. We are part of the Kingfisher and Tilenga projects. For Kingfisher, our target is to have first oil by July next year,” she said.
Nabbanja highlighted UNOC’s increasing involvement in national strategic infrastructure, underscoring progress on two major undertakings: the East African Crude Oil Pipeline (EACOP) and the Uganda Oil Refinery.
“We have direct investment in the crude oil pipeline and the refinery. The crude oil pipeline is over 70% in terms of completion. We are right on track,” she said.
Nabbanja further clarified the division of responsibilities within the sector, stressing that while UNOC drives investments and operations, the Ministry of Finance oversees all revenue-related matters.
“The Ministry of Finance is responsible for the revenue aspect of the oil and gas sector. The revenues from the sector will be mainly for infrastructural development and low-risk investments,” she said.
Despite UNOC’s status as a state enterprise, Nabbanja reaffirmed the corporation’s commitment to strong governance and regulatory compliance.
“Much as we are a state enterprise, we do not shy away from regulation,” she stated, emphasizing the corporation’s dedication to maintaining accountability at every stage of Uganda’s oil and gas journey.
The event served as a platform to highlight how partnerships, transparency, and strategic investment are shaping Uganda’s envisioned energy transformation, with UNOC positioned as a key driver of national progress.
